Chanée Franklin Minor

Principal/Chief Executive Officer

Chanée Franklin Minor is a seasoned attorney and housing policy expert who has worked for almost twenty years on rent control, anti- displacement, and civil rights issues. In 2012 she was appointed by Governor Jerry Brown and confirmed by the State Senate to serve as a commissioner on the State of California, Fair Employment and Housing Commission, the state’s equity body charged with adopting civil rights regulations in employment, housing, public accommodations, and hate crimes. She served as the lead in drafting California’s first-ever fair housing regulations. Additionally, she expanded protections to the formerly incarcerated and transgender communities. In 2020, the Biden administration appointed Chanée to the California Advisory Committee to the U.S. Civil Rights Commission where she helps craft national civil rights and racial justice agenda.

Chanée has designed and implemented housing stabilization policies for the past two decades. She served as a senior staff attorney and division manager at the Berkeley Rent Stabilization Program, where she helped elevate it to what is now largely considered the best housing stabilization program in the nation. One of Chanée’s major accomplishments was directing a targeted “Know Your Rights” campaign focused on Berkeley’s most vulnerable residents. Additionally, she argued and won a major victory in the California Supreme Court where she defended the local law designed to prevent fraudulent evictions, setting a precedent that enables other cities to adopt similar tenant protections.

Recently, Chanée served as Program Manager at the City of Oakland Rent Adjustment Program where within the course of 9 months, she transitioned a failing program into one of the best in California. Chanée is a problem-solver, negotiator, and steward of public trust. She is a California native and graduate of UCLA, Cornell Law School, The American University of Paris, and the University of Oxford, New College, where she received a certificate in International Human Rights Law.
